Preserve text, vectors, forms, and links when the PDF permits it. If that cannot make the declared limit, the compressor can use detail-protected 72–54 DPI visual pages as a final fallback.

It does not

Guarantee every byte target, preserve an existing cryptographic signature, perform OCR, or validate a portal submission.
